SPRING LITTER PICK
Many thanks to everyone who turned out this morning, Sunday 5 March, and I am sorry that we had cancelled the event on health and safety grounds due to the bad weather. It was actually a much calmer day later but too late for our decision making. A re-scheduled date will be published in the usual way but thank you again for your support.

Parish Council meetings in 2017

All Parish Council meetings are held, once a month, on Thursdays at 7.30 pm in the MSC Pavilion (at the rear of the Main Hall). Any member of the public can attend any meeting.

Dates for 2017 are as follows:
Thursday 19 Jan, 23 Feb, 30 March, 27 April, 25 May (Annual Parish Council), 29 June, 27 July, 31 Aug, 28 Sept, 26 Oct and 30 November. Annual Parish meeting Thursday 18 May 2017

Estates Committee meetings in 2017

All Estates Committee meetings are held on Thursdays of every second month in the MSC Pavilion. Any member of the public can attend.

Dates for 2017 are as follows:
Thursday 9 Feb, 13 April, 8 June, 10 Aug, 12 Oct and Monday 4 December

Keep up to date with Parish matters by reading the Parish Council notice board at Thorns Corner, looking at Wickhambrook website, making use of the Wickhambrook page on Facebook or by reading the Parish Council notes in the 'Scene'. Village Notices

Bury Road playground
The small playground on Bury Road in the Clopton area has been the responsibility of Havebury Housing. Havebury does not have the expertise within the organisation to check and maintain the play equipment on a regular basis and have suggested that the small fenced area be gifted to the Parish Council.

New equipment, swings, a rocker cum see saw and safety tiling, has been installed and a RoSPA certificate has been issued. The handover will take place in the near future.

We need someone who lives locally to inspect the area on a regular basis, say once a week, and note if there is anything of concern. If that person is willing to give a verbal report at the Estates Meeting, held on a Tuesday every second month, so much the better. The next meetings are on 10th April and 12th June. Monthly playground inspections will be carried out by Borough staff and an annual visit will be made by an independent professional. Any volunteers? Lady's Green - Gone for Good?

A letter from St Edmundsbury Borough Council entitled Community Governance Review was received by Wickhambrook Parish Council in July 2010. The terms of reference included the number of councillors per parish and the consideration of parish boundaries. The letter was discussed at the Parish Council meeting of 26th August. Our response included the request for an additional parish councillor but made no reference to any alteration of the parish boundary.

A further letter was received in September which included the information that Ousden Parish Council had requested the 'moving' of 11 properties in the Lady's Green area from Wickhambrook to Ousden. Wickhambrook Parish Council responded strongly against the proposal giving historical, geographical and educational reasons and stating that Wickhambrook, the parish of 11 greens, would lose one green. We also challenged the consultation procedure which seemed to consist of a questionnaire being sent only to the 11 properties and the 2 parish councils.

The Borough's Democratic Renewal Panel met on 25th November and a further communication was received on 15th December. It contained the comments 'The working party took into account the findings of the consultation so where local residents were against the proposals, or there was no clear consensus on the change, boundaries have not been altered. The result is that the only changes which impact on current electors are.......the transfer of 10 properties from Wickhambrook parish to Ousden parish'.

A further response was sent on 11th February which included the comments that 'There has been a considerable reaction to the decision of the Democratic Working Party. The impression is that years of history have been changed on the whim of the owners of 10 properties. Can you explain what further courses of action are open to reverse this decision?'

The reply from the Borough said 'I would like to assure you that the concerns of Wickhambrook Parish Council were taken into consideration and included in the final report' and an extract was provided. 'There is no specific right of appeal.......You could lobby St Edmundsbury Borough Council for a further governance review to take place' (which would not take affect until 2015) '.....or you could request a judicial review'.
